What "school fees" actually means

When schools quote annual fees, they typically mean tuition fees only. The total cost of schooling includes numerous additional items. For a Grade 1 child at a mid-range private school, the true annual cost can be 40–60% higher than the quoted tuition fee.

The main fee components

Beyond tuition: registration or application fees (R500–R3,000, once-off); annual levy for facilities, technology, textbooks (R5,000–R30,000); uniform (R3,000–R10,000 for a full set); stationery and books (R2,000–R8,000); extramural activities (R3,000–R20,000/year for sport, music, etc.); transport (R15,000–R30,000/year if applicable); boarding (R80,000–R120,000 extra per year if applicable).

What schools can legally charge for

For government schools, the South African Schools Act governs what can be charged. Fees must be approved by a majority of parents at a meeting. No learner can be refused admission or excluded for non-payment if a fee exemption application is pending. For independent schools, there is more flexibility, but contracts must be transparent about all charges.

Fee exemptions at government schools

Parents who cannot afford fees at a fee-charging government school can apply for a partial or full fee exemption. Exemptions are based on household income. Schools are legally obliged to consider applications. Many parents who qualify don't apply — don't leave this money on the table.

Budgeting for school fees

A practical approach: get the full fee schedule including levies and extramurals before deciding. Ask about payment plans — most schools offer monthly debit orders. Factor in annual fee increases (typically 6–12% at private schools). Build a small buffer for unexpected costs like tour trips or equipment.
